Route 131, northern boundary, once you've defeated the Pok�mon League.

When you are at Pacifi..whatever town surf right till you see an opening in the rocks above you. You should see an island.Good Luck!!! It shouldn't be too far from there.

Once you beat the league he is located on Route 131, You need to stay near the top so you can see the opening in the rocks.
