Question for Pokemon Ruby

When I was going to the gym in Fortree City there was something invisible blocking the way when I got down from the ladder. How do I get inside the gym?Do I just go to the next town and beat the gym leader there and come back? Please help me out!

You have to get a devon scope to see the 'invisible thing' which is a Kecleon. To get the devon scope just continue moving on to Lilycove City. (Don't bother about the gym first) you will reach a bridge that has another Kecleon blocking the way. You will see Steven talk to him and you will enter a battle with the Kecleon. After the battle steven will give you a devon scope. Now you can battle the gym leader.
