If you go west of Fallarbor town you should come to a house. Go to the very back and a guy who will give you dig should be there.

Now I'm not sure if this is the answer you are looking for but...
To get Dig (TM28) you have to go to the fossil Maniacs house, located just outside to the left of Fallarbor Town, and talk to his younger brother. Voila!

If you can't find dig you can catch a trapinch and train it (don't let it evolve) until it learns dig.
