Well you can use cheats or go to a nintendo event but they do not offer the eon ticket no more through a nintendo event

You get the eon ticket by using a gameshark or a action reply.

To use it go to Lillycove City and talk to the guy at the docks who has a boat and you give him the ticket.

I think you have to use a cheat device to get the eon ticket, and then you must go to the captain of the ship.

You get it from a cheat device, like an Action Replay. You need the code to talk to the captain after you get the Eon Ticket.
