Okay let me just say this I do not think that you go to the moon in either Ruby or Sapphire. I have had 24 Successful Launches for as long as I can remember. I'm going to go research this now. When I get a definite answer I will let everyone know once and for all. :()

I don't know if you can go to the moon, but I've heard rumors that you go there after 100 launches.
You get to the moon for deoxys after 56 succesfull launches and for jirachi after 100 succesfull launches
