How to catch raquaza I have found him but can't catch it
And how do I get more masterballs without the Pokemon lottery

You need to use UItra Balls and Timer Balls. If the battle is a long one, use a Timer Ball.
You can't get anymore unless you use a cheat device.

Just make sure the battle lasts for ages, then use timer balls.

AR is the only other source, if you haven't already you can get it from the magma hideout.

Ultra Balls are the best, but Timer Balls work too. Put it to sleep if you have to.
