Well I have got all the Pokemon except kingdra. Know I found Bagon and caught it but it had not got dragon scale on him so how do I get it do I have to keep catching them till I find it ?

I know what you're going through. Same thing happened to me. The best way to get a Dragon Scale from a Bagon is to take a Delcatty that knows Covet and is holding no items and to get it to use covet on every Bagon you come across until you find one that has a Dragon Scale.
When you run into a Bagon, use Theif. It should get a Dragon Scale if it's holding one.
You can get a Kingdra by trading a Seadra holding a King's Rock.
