Without cheats, it's impossible. But if you cheated and got the Eon Ticket and did the code to talk to the lady, you all set to go to southern island and catch a Lv.50 Latias. Rate Please.
I'm sorry though but I don't know I'm still stuck on Emerald right now sorry!
You need special tickets that you can only get at a Nintendo event to get to them.
