Question for Pokemon Ruby

Where is sky pillar. I know it's around pacifilog but I can't find a path or anything. Can someone please tell me?
And do you need a masterball to catch rayquazer, if not which ball is best, a net ball perhaps?

Answer to where sky pillar is: I explained it before O_O b
Answer to ball to use: a master ball would be great, but if you already used it definately go for ultra balls

You must beat the Elite 4 to get to the Sky Pillar. If you don't have a Master Ball, get many Ultra Balls and some Timer Balls

You don't need a master ball.It depends on what game your playing.

For ruby and saphire you have to beat the elite four first and go to the top right side of pacifidilog and emerald you can go there after the final battle.
