In meteor falls it says you can catch Bagon but i've been up the waterfall and only found solrocks and golbats. Is there any other place where you can catch Bagon or any other dragon Pokemon or are they just rare?

If you really want Bagon, continue your journey through the cave until you find
A lake to the right. Swim until you see the entrance to a thin passage. Go
Through, and obtain the dragon claw T.M. Walk around there and you'll find
A Bagon around level 27.
