Sometimes a Bagon can be holding one at the back of Meteor falls.
You get dragon scale from beating the battle tower on double.
Their are two ways of obtaing Dragon Scale you go either catch a Horsea holding one for catch a Bagon holding one. If you try the Horsea one use a super rod.
Dragon Scale is obtained my Bagon (It might be holding it)
You have to get the tm theif then start fishing for horsea one of the horsea will have the dragon scale you can use theif or keep catching them one of them will have it thats how my brother got it
