Question for Pokemon Ruby

Every time I go somewhere like in dew for when you surf west then north but stay on the west and thier is a island with a guy on it then you surf again an you come across 6 rocks around a cave like structure what is it there is no opening or nothin it just there so some one whos the best or good please tell me what it is

The rock you are talking about is Island Cave. You must first solve the Sealed Chambers puzzle then you will be able to access the cave.

That cave is the home of Regice... To open it, you must have a Wailord in the first spot of your party, and a Relicanth in the last spot. You must have a Pokemon that can dig, and you'll need surf and dive. Fly to Pacifidlog and surf west, through the rapids. Stay close to the bottom but not to close. If you're lucky, you'll find a calm spot in the water, where you can dive. Dive, then surf to the bottom where you'll see some writing. Dive up above it. Go to the top of the cave you enter, then use dig (don't worry, you won't go anywhere if done correctly), then go to the top of the next cave. Read the inscription in the middle. If you have the Pokemon mentioned above in their correct spots, you'll hear an earthquake. Now you can get the Regis.

Regice is on route 105
Regirock is in the Desert
Registeel is on route 123 (I think... It's the route after Fortree City)

That is the island cave. You find Regice their once you unlock the entrances to the caves.
