Question for Pokemon Ruby

I've heard that if you got the eon ticket you could go to a place that have a stone inside, and if you press A it it Latios or latias will appear to battle you.
Is that true?

Also where do you get eon ticket.

Yes it is true. The Eon Ticket is obtainable through a cheat device

Yes, it's true. It's called Southern island and it's not a rock, it's an egg. You need a cheat system to get the eon ticket.

Yeah, from what I'v heard you get whichever one you can't get on your version.
You can only get the Eon Ticket by using a cheat cartridge thing.
Personally I think it's a rip off to make you buy extra stuff.
I WILL SUE!!
