Ok I'll start with rare pokemon.

Celebi: Action Replay/gameshark
Deoxys: Action Replay/gameshark trade from firered/leafgreen level 30
Groudon: Cave of Origin level 45 (ruby only)
Jirachi: Action Replay/gameshark
Kyogre: Cave of Origin level 45 (sapphire only)
Latias: Routes around Hoenn level 40 (sapphire only) Southern island (ruby only)
Latios: Routes throughout Hoenn level 40 (ruby only) Southern island (sapphire only)
Mew: ActionReplay/Gameshark
Mewtwo:Trade from firered/leafgreen level 70
Rayquaza: Sky Pillar level 70
Regiice: Island ruins level 40
Registeel: Ancient ruins levcel 40
Regirock: Desert ruins level 40

Well if I could think of any normal Pokemon to put I'd put them there but theres your rare list!
