Question for Pokemon Ruby

Is there an easier way to get latios and relicanth and is there a way to get five stars without AR, Game Shark, and all that other stuff.

Yes, put a Wobbuffet as your 1st Pokemon and Latios won't be able to escape. Just keep on searching for Relicanth on the ocean floor around routes 124-126.
