Question for Pokemon Ruby

Hello I have a quick question why when I use my AR to catch a milotic it did not work but when I use it to catah a Mew, celibe, and other hards to catch Pokemon it did work

Possible Solutions:

1. You typed in the code wrong
2. The mastercode is different
3. The code is for a different version of action replay
4. The code is false

Or another simple reason, Because the New Poke'mon codes don't allow you to catch the Hoenn Poke'mon. They stick them in the first slot in the first box of Lanette's PC, if it's not already occupied.
