A Leaf Stone is pretty hard to come by in Pokemon Ruby. In order to find one in-game, you will need to give the Treasure Man on Route 124 a Green Shard. He will then give you the Leaf Stone in exchange.
You can even obtain one by Trade or a Cheat Code.
