You know where the sandstorm is go down and there will be a person standing next to a tree. TALK to them.
Go to Route 111 (north of the Desert) and talk to the lad beside the large tree. He will give you TM43 (Secret Power). After that, it will become available at the Slateport Market.
It is a TM Secret Power. You can buy one in the little plaza in slateport, or get it from a boy near the ash place. I forgot which TM it is though.
If you are coming from Mauville, you will need to go north and go through the desert. Follow the dirt path for a few steps and you will see a boy near a tree. Talk to him and he will give you the TM Secret Power.
