You can find Horsea on routes 132-134 with a super rod. It is best to catch it with a net ball. It is possible to catch one holding a dragon scale, but it is very rare.

What do you mean the best way? There is no best way to catch a Pokemon. However the easiest Way would be to use an Ultra Ball. You can find it on Route 133, 134, and 135.

The easiest way is with an ultra ball, but net balls work well too. Horsea is not that difficult to catch. If you want your Pokemon to evolve into Kingdra later (who is AWESOME), I suggest you try to catch one with a dragon scale. It will be well worth your time. Not only is Kingdra a good water Pokemon, but it also can breed some strong babies.
