Train it to level 40.

Wailmer evolves at level 40. For the second question it depends on what you do to your Pokemon, for example: give your Pokemon an item to hold, use it in battle, put it first in your slot, never use Bitter Herbs and use more items on it and it will take a short while. But, if you do the opposite of what I said then it will take a very long time. And I don't think that there's a way to win the Lotto with a cheat but, trade Pokemon with anyone you know who have Ruby or Sapphire and you'll have a good chance of winning.

2.The friendship thing works all the time if that Pokemon doesn't faint or get any status changes at all.

3.No,unfortunately there isn't.

4.Try a Net or Ultra Ball.
