Question for Pokemon Ruby

I have 3 questions.

1) I have a Relicanth and a Wailord, but I can't open the Regice's island cave or whatever! what do I do?!
2) Do I need a master ball for Rayquaza?
3) Do I need a master ball for Latios?

1) First of all it might not be Regice's chamber you need to open, but if it is you put Relicanth first and Wailord last in your party.

2) YES you will need it, to get another one you have to go to Lillycove and enter the shopping center's id contest. (Hint trade pkmn for better results!) You also have to gat ALL the id #'s right to win it.

3) Yes you will.

2 & 3. No. You Need Alot Of Ultra Balls.

Q 2: NO, you dont need a master ball. I caught it with a pokeball.

Q 3: If you want a latios not to flee in batle try getting a wabafet and get it to a high level and battle latios with it beacause of it`s ability.
Otherwise go and use a masterball on latios (**)
