HM02 (Fly) can be obtained from your Rival on Route 119.

On route 119 just past the weather institute may will challenge you if you beat her you will get hm fly but you need to beat the 6th gym to use it

I battled her when I was going to mauville and I'm just asking before mauville is it route 199
