To get surf you go into the surfai zone and in there you find the gold teeth from there you go down into the shack and you talk to the person inside.
He says you get the spechial prize and gives you surf.
You give the gold teeth to the old man that cant talk in the city where Koga is the gym leader.
Then he gives you strength. If you need any more help, then post again.
You get it from wally's palace after you defeat Norman.
After You Defeat Your Father Go To Wallys House & Talk To His Father & Wallys Father Will Give It To You.
Defeat Norman at the Petalburg Gym and talk to Wally's parents.
