Question for Pokemon Ruby

My friend who has a Saphire version needs a dragon scale in order to evolve his Seadra into a Kingdra.

How exactly do you obtain it?

Can it be obtained? If not, what about on the Leaf Green version?

Answers would be great.

You can get a Dragon Scale by catching bagons, bagons holding dragon scales are very rare.

Use thief on horsea.

Most people say bagon is holding it when it's not.

Do you have any pokemon thet knows trick?(eg.Alakazam,kadabra)
If yes, go andfind bagons and use trick on them.

If you are lucky, you may get a dragon scale.
