Question for Pokemon Ruby

Here are my questions:

1: What level is raquaza at the sky pillar?
2: How can you catch him without using a master ball?
3: How can you go to mirage island?
4: And how can you go to southern island?

1. Quazza IS Lv 70.
2. With Great Difficulty.
3. With Lots Of Luck, You Need To Put A Pokemon In The Box & If Its ID Number Is The Same As The Number As The Mirage Island Code You Can Access It, There Is A Guy In Pacifidlog TownWho Tells You If He Can See It Or Not.
4. You Can Only Get There In Emerald.

Rayquaza is level 70 and knows fly, rest, extremespeed, and outrage.
To catch Rayquaza, the #1 ingredient is PATIENCE! Get his health into low yellow (because he may hurt himself in confusion from time to time). Try and inflict a status ailment - sleep is best. Then use an ultra ball or great ball (either one).
There is a guy in Pacifidlog town that'll say "I can't see Mirage island today" when you talk to him. Occassionaly, if the ID number of one of your team pokemon matches the random number for Mirage island (and it changes every day) he'll say "Oh! I can see Mirage Island." Surf over there immediately. Voila.
For southern island (where you can catch a lvl. 50 latios/latias holding a soul dew) you need an Eon ticket (available on EBay for about $12) and an E-reader.
