Question for Pokemon Ruby

You know the guy in Mauville city that ask you to go to his basement.

I got the basement key but where is the basement.

Run down to Route 110 and Surf under the Bicycle Path, past the Secret-Base-eligible tree with the sign that reads TEAM AQUA RULEZ, and you will come across a monolith to the far right. If it has a hole, that's New Mauville.

In case you have trouble getting around New Mauville, pay attention to the switches. The chamber is barricaded by color-coded doors, so look for tswitches that correspond to doors that are open. Those doors will close and the doors with the color corresponding to the switch you flipped will open in turn. In some cases a few level 25 Voltorb will be blocking a couple switches. When you get to the generator room, step on the switch in front, grab the Thunderstone, and get out of there.

Wattson will reward you with a free TM24 (Thunderbolt) when you emerge. If you use up that TM, you can always cash in 4000 coins at the Game Corner for another.

Go south of Mauville to the water. Then SURF east until you find a small area of land next to the rocks (You may need to SURF south a little bit to find it).

If you mean the Gym leader who gives you the new mauville key I have the answer!

Surf in the water underneath the cycle road and you should find what looks like a cave. Go in and you should find a large door - use the key to unlock this door and you can go in to a place called new mauville. In here you can catch some OK electric pokemon. work your way round to the generator and shut it off (there should be a thunder stone near by). Go back to the gym leader and I think he may give you someting.
