Question for Pokemon Ruby

How, Where, When, and Why do you get Pokerus?

My brothers friend said that once you beat the Elite Four 99 times you battle Maxi as the champian, and if it is true what Pokemon does he have and what level are they at.

Your Pok�mon get Pok�rus if you run away from wild Pok�mon often, and it's transmitted to other Pok�mon in your party quickly.

And Maxie is never a champion.

Pokerus is very rare,it's about 1 in 10000 chances of getting it (this is just an estimation) Pokerus is a virus that your Pokemon catch.It makes them level up faster.But once your Pokemon catches it,it can never get it again.And I doubt that works that Maxi is the champion,it's most likely false.
