Not exactly as soon as you win your fifth badge, but you will be able to record the names of certain trainers in your Pok�Nav as soon as you receive it, depending on where you travel.
Yes but I think it can happen before that. Check your trainers eyes in Pokenav.
Yes this is true also once you beat the Elite 4 people want to have a rematch and the lowest Pokemon I have seen after the Elite 4 is lv 23
