You can win one from the Pok�mon Lottery Corner by having the identification number of any of the Pok�mon in your possession match the one on the ticket given to you at the lottery counter in the Lilycove Department Store.

Well, you can get one by winning the lottory, I think with five matchs... Tough chance though...
