How in hell do you get to Sootopilis? I've had this game for 2 months and I still haven't got to the League yet

When you come out of the underwater thing and you just beat maxie, it looks like you are in the middle of nowhere. But if you go i little north and then west you should see silver rocks and a dive spot. Then once underwater, go into the cave there and go to the surface.
