Is it posible to catch Groudon and Kyogre in Ruby?

Do you mean like a cheat? There are no cheats to get them both in the same game. You'll have to trade with someone who has Sapphire. You could trade your Groudon and they can trade their Kyogre and you could trade back. Then,you'll both have them in your Pokedex. If you would like to keep Kyogre,make a deal with your friend.

Only Groudon. You must import Kyogre from Sapphire. However, it will be possible to capture both in Emerald.
