Legendary Pokemon in Ruby Version are:

Groudon (the guy on the front of the box)
Kyogre (only available in trade from Sapphire)
Rayquaza (only available after Elite 4)
Regirock
Regice
Registeel
Latios (only available after Elite 4)
Latias (only available in trade from Sapphire)
Deoxys (Nintendo event)
Jirachi (Nintendo event)

I'm pretty sure that's all of them.

groudon is the only one unless you trade or beat the elite four.Or you can go get the tm dig and fin the regis.
