Ok,first,you don't need a gym badge to make traded Pokemon obey you.It's probably just that the Pokemons' level is to high for you to control it. So, if your friend traded you a level 100 Latias or something, it won't obey you because you don't have all the badges. So,now we're back on the subject on gym badges. Each gym badge allows you to use a Pokemon at a certain level but,that doesn't mean you can't have the Pokemon that is over that level,you can have it with you but,it won't obey you all the time. But, I have come to answer your question so,enough learning, let's get on with the answer.If you get the final badge(I forget what it is called)all Pokemon will obey you,no matter what level they are at.Happy gaming!!!
