The-Devil-Dude, he's probably onto the Devon Scope.

My friend, you must proceed to Route 120, all the way to the bridge by the Scorched Slab, and converse with Steven. He will give you the Devon Scope, and at that time a hidden Kecleon will come into view and attack.
