Is it possible to get Diglett or Dugtrio in the Hoenn region on Pokemon Ruby. If it is possible can someone tell me were to find them. Thank you.

No, but you can import them from Fire Red or Leaf Green, where they are found, respectably, in Diglett's Cave.
It's not catchable in Hoenn but you can get him with a cheating code device.
