There is a certain chamber in Meteor Falls that you can go to in which there are Bagon. Go up the waterfall, go into the next chamber, go down the ladder, go up to the next ladder, go up the cliff, and then veer to the left to the next ladder hole. Go down the ladder and Surf up the aquifer to the next chamber, and you will find TM02 (Dragon Claw). Bagon should be in that chamber.

If you remember where you got a Dragon Claw, that is the only room where you find Bagon. It's in a room when you go above the waterfall, and there's a very small strip of land above water. Find Bagon there.
