Can you get the Aurora Ticket on Ruby?

I don't care how you get it. If it is by Action Replay then what is the code?

I don't think Aurora Ticket is available on Pokemon Ruby. Deoxsys I'm pretty sure was obtainable through the e-Reader. Birth Island (where aurora ticket leads) doesn't exist until leaf green/fire red.

Lugia_mew3 is correct the Aurora Ticket was started in FR/LG and is not obtainable on ruby

you're all wrong you obtain it through an e-reader on the actual gba
