Under sootopolis city (underwater) it is VERY rare however, so you may have to search for an hour or so before you find one, but if you have enough patiench you will find it in the underwater grass by sootopolis

The space ticket is needed to capture deoxys and jirachi. Go to the mossdeep space center after beating the elite four(i think) talk to one of the scientists and he will tell you "sucessful launch number ?" depending on the number he will then ask if u want to go to space. say yes, and like safari zone, you have a limited 500 steps to find and capture jirachi and deoxys
