latios

Well, to start, Latios appears randomly after you defeat the League for the first time. When he appears, you will gain access to his location through Pokedex. However, Latios is obviously not a normal Pokemon, so he will fly all around the map, and change location each time you move to a different route/ enter city/ enter building.

I caught him in about 20 minutes by going to Mauville and doing this: walk to the route on the left, enter a grassy area, and check the Pokedex. If he's not there, repeat. Once you see he is there (should only take a few minutes at most), enter a grassy area until you find him, and use a Pokemon with a sleeping move so he isn't able to fly away.

Use Max Repels and walk in areas which wild Pokemon appear in. I usually encounter whichever one I'm looking for at sea. Make sure the Pokemon at the front of your party is at a level lwoer than 40, or the Max Repel will ward of Latios too.

There is no easy way until you have it in battle.
He will be Level 40 and he will run away as soon as you attack him unless you have a Wobbufet or Sableye that know Mean Look and then use alot of Ultra Balls.
