My method isn't very vivid, in that it works but you must first find Latios (which I have not, by the way). There are many ways, first you need to get a way that when you encounter it, like use Trapinch's arena lock, or evolve your Golbat and use mean look.

I'd suggest getting a very fast Pokemon. When you've trapped it, simply weaken in. Another method is by lowering it's stats, putting it to sleep or poisoning it, then use Ultraball.

Get a Wobduffet and Latios can't run from it.
