Where is the wherehouse thing a short surf from 110 that the man speaks of. Desperate

The man gives you the key to enter it right? Then go to the entrance of the Cycling Road and surf east until you find a cave. That's the warehouse the man speaks of. Except is not a warehouse, but a Power Plant. In here you'll find Voltorbs, Magnemites and their respective evolutions, plus a Thunderstone and an Ultra Ball. And when you're done, the same guy gives you TM24 (Thunderbolt) as a reward.
