First you need to have beaten the League. Then you have to get a mach buke, you will need it. Now you need to surf right from Pacifilog town. After a little bit you should find 2 rocks that you can go through (in the top of the screen by the way). Then you will enter a cave and that cave will take you to a building. I advice you to be carefull because not only the pokemons from there are strong but in the end you will find the legendary Rayquaza, in level 70.

Sky pillar is on the route between Pacidifalog and the city with Wattson as it's Gym Leader. (Sorry I forgot the name)
