I am afraid that I am having some difficulty understand your question. What exactly are you asking? I think that you must be mistaking it for something else. If you are asking is there a Pokemon Maker such as a program or a cheat code that will allow you and other players to make their own Pokemon whenever they want, then my answer is no. There is no way for you to do that, at least not now. If you are asking where is the Pokemon Maker in the game then my answer to you would be that the Pokemon Creators can be found in the Lilycove City hotel. After you finish catching every Pokemon, and after you complete the National Pokedex then you can visit the people in the Lilycove Hotel and get a Diploma. Hope this helps.
I don't think it exists in any Pokemon game exept maby the fake ones sorry (`~`).
