Question for Pokemon Ruby

I've heard that all Pokemon types have a shiny variety in Ruby/Sapphire. Ive also heard that it is possible to get shiny Pokemon both in the wild [i.e. fishing, surfing, tall grass, etc.] or also from found pokeballs [i.e. beldum, torchic, etc.]. while it has been suggested that every time a Pokemon spawns there is a 1 in 8192 chance it will be shiny, I am unsure if this is true under all circumstances.

My question is this: can a hatched egg give you shiny pokemon?
