Well, I do not actually know for certain where you can find the Metal Coat as an item. I know that that is how you find the Metal Coat in the other Pokemon games, but not in this Pokemon Game. Sometimes, I will find a Magnemite or a Magneton when I explore the hidden cave area of Maulville City that the Gym Leader, Watson, gives you the key to. When I capture these Magnemites and Magnetons for breeding purposes, they are occasionally holding a Metal Coat that I can take from them. So, if you need a Metal Coat that badly then I suggest that you look around and search for either a Magnemite, or a Magneton. Catch him and hope that it has the Metal Coat like you are looking for.

You can get the metal coat from wild magnamite.
