Question for Pokemon Ruby

Can someone tell me if this team can beat the Elite Four or not? Can you tell me what would be the best moves for them?

I'm still training them:

Kyoger level 57
hydro pump
surf
waterfall
water gun

Swampbert level 49
muddy water
brick-break
water gun
surf

Flygon level 62
eathqwake
fly
sand attack

That is all and how do you get the Regis.

No, you need to lvl up all of the Pokemon.

You should at least get them up to about 65, all of them and get your main one up to about 70- so that it will be easier to beat the Elite Four.

Your're going to need more Pokemon. And raise the levels.
