Question for Pokemon Ruby

I've got the rare pokemon I want but now I want to get the Regis and I can't get a Pokemon what knows dig I've tried most Pokemon in the desert but I've had no luck so does anyone know a Pokemon what learns dig or if there is a dig TM anywhere?

(P.S. I've used the dig TM from the fossil maniac on my Blaziken but I deleted it for Earthquake SO PLEASE HELP!!!)

keep a Trapinch till lv 45 and it'll learn dig

OR

get a Nincada to lv 41 and it'll learn dig!
