Question for Pokemon LeafGreen

How do you get into Cerulean cave. There is a guy blocking it saying I need to beat the Pokemon league and need a great accomplishment and I already beat the Pokemon league.

2.You need the National Dex

3.You need to Give The Ruby And Sapphire Plates to Celio on 1 Island

after the league is beaten the game ends...so how am i supposed to give the plates to celio?

You need to get the ruby gem and the saphire gem and give them to celio

Okay, well, you need to beat the Elite Four and then help Celio by finding both the ruby and the sapphire, so he can establish a connection with Hoenn (basic translation: beat the elite four then enable trading between Ruby/Sapphire and LeafGreen/FireRed).

Once you have beaten the elite 4 catch 60 Pokemon and talk to oak he will give you a national dex go back to is.1 and talk to bills friend then go to mt ember and were the rockets are standing battle them and enter the cave.you will find a ruby give it to the man infront of the big pc.you will then on a little quest for a sapphire on is.6
