I had that problem to on my fire red, what I did was I trained my charmander to lv. 30.(so it was a charmeleon by that time)The way I got it there was by beating the 5 trainers on the bridge and the team rocket grunt. Then battle everyone on route 24 and 25. And then my charmeleon had enough strength to faint both of them.

You people are weak. Evolve Charmander into Charmeleon and make it lvl. 25 then learn him some normal or fire attacks (like: cut, scratch, flameblast, ember etc.) then the most effective use flash so that the enemy will keep miss attacks.

Train Bellsprout to level 22 (same level as Misty's highest-leveled Pokemon, Starmie. Then, use Vine Whip and maybe even Sleep Poweder or Stun Spore.

Catch a pikachu, level it up to lvl 20 and learn thunderbolt. It one-shots Staryu and maybe even Starmie, depending on your pokemon's nature and level.
Or, just get a grass type Pokemon to learn bullet seed. It wipes the floor with Misty's Pokemon.
(you get Bullet Seed TM from Mt Moon)

Take a oddish, train it until it learns sleep powder at level 18, and then use it on misty. Her Pokemon won't stand a chance.

First catch an oddish which is situated ahead of the nugget bridge.Train it upto lvl.19.The movesets are stunspore bullet seed
Sweet scent and sleep powder.First take down staryu with bullet seed.It will take down half of th staryu's HP.Again use bullet seed.the staryu will be fainted.For starmie first use sleep powder.Now again use bullet seed.Keep attacking with bullet seed.If starmie woke up again use sleep powder.Hope it helped.

Catch a pikachu in the viridian forest. But be aware of the fact that the pikachu's catch rate is 5%. It took me 2 hours to catch a pikachu (not exaggerating). Or you can catch a bellsprout or oddish near the nugget bridge and teach them bullet seed.
