I think girafarig can be found in the emerald version safari zone and Mew can only be gotten with a nintendo event (good luck) or a cheat decive.

Four Island. In Icefall Cave. You need that also to get up to the Waterfall to save Lorelli.

Go to the 4th island when go past the day care center and then going down then will see water then you use surf then if you go up you will a Pokemon ball then that is it then if up in the cave you can use waterfall to go the waterfall then if it's Friday you will see a water pokemon.
